Specificly targeting the Magic Absorber in my mind right now.
At the moment the enchanting of the shield is completely random to roll the enchant you want twice. Let’s say in our example dragon resist.
There are 36 diffrent enchants possible on it for 1st and 2nd line. After that a 1/6 chance to roll the max value on it.
IF every enchant got the same chance to occour that would result in (1/36)x(1/36)x(1/6)x(1/6) chance to hit it or basicly 1 in 46656. That is already lower than MVP Card drop on x1 Servers. When the chances are offset with some of the enchants having a higher possibility to occour or lower values on an enchant to roll. The odds get even more abysmal here.
Description:
Add the items to the enchant NPC with an option to reroll only 1 of the enchants at 10x the price or maybe even higher price.
Possibly a perfect enchant option at a reasonable price
Why is this a good idea?
-It will reduce a lot of frustration for ppl to get the perfect or even near perfect enchants on the shields, which are still quiet useful for tanking purposes.
-Will reduce the amount of runs ppl need to do before they get one of the items they want.
-the perfect enchants arent needed to clear any content but it will make it easier for new players to get to a point where they can join “lategame” content without maxing out their equipment first
What risks or downsides does it have?
Might drop the price of “perfect” rolls, even though I never seen one in vend with rolls like that so far.

Can’t think of an item at the moment where slot 1 and 2 can roll the same enchant with chances that are like that
