Implementation of an @effectlayer command

Currently there is no way to determine the display priority of certain ‘effect’ type costumes. The examples that will be used here are the magic circle and cosmic connection effect costumes.

In-game the cosmic connection effect takes higher priority than the magic circle effect, leading to what can be seen below:

If it was possible to change the priorities so that the magic circle effect has higher priority than the comic connection effect, it would look like the following:

I suggest the addition of a command similar to the @garmentlayer command which would allow us to designate the priority levels of any ‘effect’ type costumes we have equipped.

This would definitely allow us to get the perfect look, and reduce any development time in regards to costumes overlapping.

If possible maybe follow the costume priority? Since you can easily swap the effect stones between costumes.
