Considering that the rate in which you can get the level 4 enchant for the Yorscalp headgears is 0.10%, I think it would be best for everyone to have a way to upgrade their level 3 enchant to 4. The mats to upgrade would be up to the staff but I don’t mind spending a moderate sum for it to be honest.
If it’s amenable from 2 to 3 or from 1 to 2, then that’s up to you but I think level 3 to 4 is enough because the rates aren’t crazy in RO terms.
Why is this a good idea?
It will just help everyone reach top form without grinding too much tan.
What risks or downsides does it have?
No risks or downsides. It’s just a suggestion to improve QoL.
