Title: A Special Hammer to Downgrade refine for Shadow gear

Description:
A Special Hammer to Downgrade refine for Shadow gear by -1, i accidentally over refine a piece of Shadow Gear and it activate a bonus which i don’t need, and there’s no way to downgrade it from +10.

Why is this a good idea?
The usage of the hammer is going to be very rare but its good to have the option to downgrade.

What risks or downsides does it have?
causes people mistakenly downgrade their Shadow gear refine?

Additional Info:
I accidentally used a +9 shadow gear hammer to increase the wrong shadow gear and tried to make it go down to +7 but instead became +10.

We’ll go the easy path here and will allow the refine hammers to accept +10 gear.

I believe the random refine hammer already does accept +10 gears, doesn’t it?

@cruro at the moment no, it doesn’t show its existence.

@sakura Ah my bad. There was a similar case back then with master shadow gear and avoiding that same set effect bonus, where random refine hammer was used to lower its refine. But I just double-checked and it’s actually been +9, not +10 - that’s what I missed
